I absolutely do not believe this. First off, if you're a vegetarian, which is a lot healthier than including fish (think:mercury) plus it's better for the environment, forget the high cost of fish. In the summer, farmers markets have lots of fresh vegetables and fruit at a reasonable cost. In the winter, there are frozen veggies and fruit. Rice is cheap. Beans are cheap. Rice and beans make a complete protein. Potatoes are healthy if you don't soak them in butter, and can be stored. You don't have to be a chef to cook any of that stuff.
